Somone Tell Me Rogers TRAFFIC smoothing for torrents?

This makes no sense to me because I'm not understanding. Rogers has a configuration Traffic w / E and is slowed down my torrents. the throttle, to download my internet / download speed of torrents and I think even im not LimeWire safe. The only thing I dont get it the first couple of days Rogers, my torrents are not affected by traffic shaping .. . WHY? I speed as 600kb / s which is not bad for my 10 Mbit / s Internet connection (Rogers Extreme), now I like a slow speed. It will not 200kb / s. I'm trying to Vuze because encryptts packages, but also manages Rogers, right? What is my way around this and what is the best program to accelerate the use of mines torrents. I tried U torrent and it seems complicated and I know I'm slow I saw the same speed with BitComet. Thank you.
